Emily Towey is an associate in the firm. Ms. Towey regularly advises hospitals, nursing homes, and other healthcare providers on federal and state regulatory compliance issues. She has assisted various healthcare providers through every step of Virginia's Certificate of Public Need process. Familiar with complex regulations under Virginia's Medicaid Program and the federal Medicare Program, Ms. Towey effectively assists healthcare providers in the resolution of third-party reimbursement issues. As a former administrative intern of the Virginia Hospital and Healthcare Association and a graduate of the Master of Health Administration program at the Medical College of Virginia, Virginia Commonwealth University, Ms. Towey is aware of the most current operational, financial, and political concerns faced by Virginia's hospitals, health systems, nursing facilities, and other providers.

Ms. Towey earned her B.S. from Davidson College; her J.D., with honors, from the T.C. School of Law at the University of Richmond; and her M.H.A., with honors, from the Medical College of Virginia at Virginia Commonwealth University.

Ms. Towey authored "The Health Care Industry and the False Claims Act Whistleblower," 48 Med. Trial Tech. Q. 311 (2002) and "Health Care Law," University of Richmond Law Review, Vol. 37, No. 1 (November 2002).

Ms. Towey is a member of the Virginia State Bar, the Virginia Bar Association, the American Health Lawyers Assocation, the the American College of Healthcare Executives.
